Edmund's background includes a Bachelor of Business Administration - Marketing degree from Lamar University, Beaumont, Texas, and a Master of City Planning degree from Texas Southern University, Houston Texas. He is a member of the American Planning Association (APA) and the American Institute of Certified Planners (AICP). Before to coming to METRO eleven and a half years ago, Edmund worked as a professional planner for the City of Port Arthur, Texas, and the City of Beaumont, Texas. In 1995, Edmund started at METRO as a Senior Environmental Planner in the Capital & Environmental Planning Division. His responsibilities included conducting environmental assessments and analyses of METRO transit projects, as well as ensuring that METRO planning activities and projects were in environmental compliance with state and federal regulations and guidelines. Edmund's major accomplishments include work on METRO's Downtown to Astrodome Light Rail Project Final Environmental Assessment (2000) and the Southeast Corridor Final Environmental Impact Statement (FEIS) reports.
